摘 要：长期以来，公共图书馆建设和服务均是依照国家和地方相关规定执行的，但缺乏法律的制约。各级公共图书馆建设虽然有章可循，但无法可依，导致各级公共图书馆建设没有统一的法律标准。《中华人民共和国公共图书馆法》进一步明确了政府对公共图书馆建设的责任，鼓励社会力量参与的要求，并对公共图书馆运行管理制度、应当承担的服务功能和加强数字资源建设、实现线上线下融合等作了具体规定，体现了现代图书馆建设的中国特色和时代特色。

Abstract： For along time.theconstruction and service of public libraries are carried out in accordance withthe relevant provisions of national and local，lack oflegal constraints. Although public libraries have rules，there is no legal support leading to the construction of publiclibraries at all levels no uniform standard. public library law further clearthe government to strengthen the responsibility of building public libraries toencourage the participation of social power.The draft make a specific provisionfor the public library operation and management system should bear the servicefunction and strengthen the construction of digital resources to achieveclick-and-mortar made specific provisions.It reflects the modern libraryconstruction of Chinese characteristics and characteristics of the times.
