摘 要：武警部队的视频会议系统主要采用的是C/S 模式，这一系统基于IP 网络协议的发展而不断发展。本文首先阐释了视频会议的概念和发展状况，对视频会议的发展从硬件、软件两方面进行了介绍，并对武警部队的视频会议系统进行了简要的阐述。针对武警部队目前的需求实际，设计基于IP 网络协议的视频会议系统，对其中应用的具体技术进行研究。

Abstract：The video surveillance system of the People’s Armed Police mainly adopts the C/S mode，which is continuously developed based on the development of IP network protocols. This paper first explains the concept and development of video conferencing，introduces hardware and software in the development of video conferencing，and briefly expounds the video conferencing system of the People’s Armed Police. In view of the current needs of the armed police force，a video conferencing system based on the IP network protocol was designed to study the specific technology applied.
