摘 要：一个组织由多种不同层面的要素构成，如技术、资金和人才等资源要素，设计、生产和服务等过程要素，也包括内、外部政策文化等环境要素。以上诸多要素及其相关活动并非孤立存在的，必须通过一定的组织管理活动才能使之与企业广泛的行为结合，以实现组织战略，并达到相应的组织效能。当前，信息通信技术作为一种通用目的技术，成为企业组织活动必不可少的 构成要素，其在与经济社会融合发展的过程中，同样需要大量管理工具和管理工作，以实现数字化、网络化转型以及效率提升等组织目标，因此“互联网+”的组织转型必然要求构建与之相适应的、贯穿“互联网+”、能够支撑、推动、实施和反馈全过程的管理体系，并且这一体系将成为推动“互联网+”的关键。

Abstract：An organization consists of various factors，such as technology，capital and talent，and other factors such as design，production and service，as well as the internal and external policy culture. The above elements and related activities are not isolated in isolation. It is necessary to combine the organization and management activities with a wide range of enterprises to achieve the organizational strategy and achieve the corresponding organizational effectiveness. At present，information and communication technology as a general purpose technology，become the essential elements of organizational activities，the integration of economic and social development process，also needs a large number of management tools and management work，in order to realize the digitalization and network transformation and enhance the efficiency of organizational goals，so“Internet plus”transformation of organization construction and adapt to the inevitable requirement，through the“Internet plus”support，promotion，implementation and feedback of the whole process of the management system，and this system will become the key to promote the “Internet plus”.
