摘 要：近年来，我国学前教育行业在快速发展的同时，其经营弊端也日益显露。鉴于此，建立全面反映学前教育行业经费投入与产出的综合指标体系，选取 2015-2019 年全国 31 个省市的学前教育行业经费投入产出指标，运用基于 VRS-BCC 和Malmquist 指数法的 DEA-Tobit 模型对学前教育行业的经营绩效及其影响因素进行分析。研究结果表明：北京、上海等地的学前教育资源利用效率略低，而偏远地区及经济落后地区的学前教育资源利用效率很高。技术进步率对全要素的效率起到关键性作用，提高对有限资源的管理和利用率。

Research on the Efficiency of Chinese Preschool Education Funds Based on DEA-Tobit Model

Abstract: In recent years, the preschool education industry in China has been developing rapidly, while its operational drawbacks are also increasingly exposed. In view of this, establish a comprehensive index system that comprehensively reflects the fund investment and output of the preschool education industry. The fund investment and output indicators of the preschool education industry in 31 provinces and cities from 2015 to 2019 are selected, and the DEA-Tobit model based on VRS-BCC and Malmquist index method is used to analyze the business performance and its influencing factors of the preschool education industry. The study results show that the utilization efficiency of preschool education resources in Beijing, Shanghai and other places is slightly low, while the utilization efficiency of preschool education resources in remote areas and economically backward areas is very high. The rate of technological progress plays a key role in the efficiency of all factors and improves the management and utilization rate of limited resources.
