“一般雷电灾害”调查鉴定方法探讨

摘  要:雷电灾害调查是气象部门履行雷电灾害防御组织管理职能的重要内容,是为社会提供公共服务的主要职责。随着我国经济建设的快速发展,现代化程度的日益提高,雷电灾害呈现上升趋势,而“一般雷电灾害”的发生频率更趋明显增加的态势,特别是导致农村家用电器受损的雷电灾害所占比例居高不下。本文是笔者根据多年来对“一般雷电灾害”的调查经验与雷电灾害调查报告审核体会,结合“7.27 定海干览雷灾调查报告”,对“一般雷电灾害”调查鉴定的方法提出了自己的一些想法与业内同仁探讨,以提高防雷从业人员的雷击事故调查鉴定能力。

Investigation and Appraisal Method of “General Lightning Disaster”

Abstract:Lightning disaster investigation is an important part of meteorological departments in fulfilling the organizational and management functions of lightning disaster prevention,and is the main responsibility of providing public services for the society. With the rapid development of China’s economic construction and the increasing degree of modernization,lightning disasters are on the rise,while the frequency of “general lightning disasters” is increasing significantly,especially in rural household appliances,the proportion of lightning disasters is still high. Based on the investigation experience of general lightning disasters and the audit experience of lightning disaster investigation report for many years,and combined with the “7.27 Dinghai Dry Landscape Lightning Disaster Investigation Report”,the author puts forward some ideas and discussions with colleagues in the industry on the methods of “general lightning disaster” investigation and appraisal,in order to improve the lightning accident investigation and appraisal of lightning protection practitioners ability.
