摘 要：“网络骗捐”的传播结构是骗捐人利用媒体做信息传播载体，将虚假信息发送给网民，网民再进行线上线下的二次传播。从传播要素及参与要素来看，它是骗捐人寻求“心理代偿”、网民慈善心理不成熟、媒体监督监管缺位、社会保障系统不完善等因素综合作用的产物。“网络骗捐”问题的解决需传播要素多方共同努力、相互配合：加强网民网络安全知识学习，培育网民成熟的慈善心理，提升网民对谣言的辨识力；加强媒体信息的审核监管，提升媒体人的职业道德，加大媒体对公民法律意识的普及力度；加快完善社会保障体系，加紧修订相关法律法规，努力建设合法的全民监管机制等。

Research on “Internet Fraud Donation” from the Perspective of Communication Science

Abstract：The dissemination structure of “network fraud donation”is that the deceiver uses the media as the carrier of information dissemination，sends false information to the netizens，and then carries out online and offline secondary dissemination. From the perspective of communication elements and participation elements，it is the product of the comprehensive effects of deceiving donors to seek“ psychological compensation”，immature philanthropic psychology of netizens，absence of media supervision，imperfect social security system and other factors. The solution of the problem of “network fraud donation” requires the joint efforts and cooperation of various elements of communication：strengthening the knowledge of network security，cultivating the mature philanthropic psychology of netizens，and enhancing the netizens’ability to identify rumors；Strengthen the auditing and supervision of media information，enhance the professional ethics of media personnel，increase the popularity of media to citizens’legal awareness，speed up the improvement of the social security system，accelerate the revision of relevant laws and regulations，and strive to build a legitimate national regulatory mechanism.
