摘 要：信息技术与教育深度融合产生了在线开放课程，在国外已经做得很好的在线开放课程建设与应用，对刚开始做这项工作的国内高校来说，依然面临着很多问题，如何从学校的顶层设计做好规划，以制度保障来推进在线开放课程的建设与应用，显得非常重要。本文在总结其他高校制度的基础上，提出9 项需要规划的内容：组织机构、工作定位与原则、范围与要求、评价标准、技术与经费支持、工作量认定、成果推广与业绩认定、知识产权保护、成绩记载与学分认定等。

Promoting the Construction and Application of Online Open Courses with System as Guarantee

Abstract：The deep integration of information technology and education has produced an online open course. The construction and application of the very lively online open courses that have been done at home and abroad are still facing many problems for colleges and universities that have just started this work. How to plan well from the top design of the school and promote the construction and application of online open courses with system guarantee is very important. On the basis of summing up other institutions of higher learning，this paper puts forward nine contents that need to be planned：organization，work orientation and principles，scope and requirements，evaluation criteria，technical and financial support，workload identification，achievement promotion and performance identification，intellectual property protection，record of achievements and credit identification，and so on.
