摘 要：随着时代的发展和网络信息技术的进步，地方政府在电子政务的发展方面正在不断的加快速度，而且也在层层推进，发展势头良好，这在很大程度上提高了工作效率和质量。但是在电子政务建设过程中不难发现一个突出问题，那就是网上服务的效果还没有达到理想水平，服务质量还有待提高，这也就为地方服务型电子政务建设提出了更高的要求，必须要通过电子政务发展和建设的方式来增强政府的服务效能，提升公共服务的整体水平，构建服务型政府。

Abstract：Withthe development of network and information technology，thelocal government in the development of e-government is to speed up，but also in the promotion，a good momentum ofdevelopment，which improves the work efficiency andquality to a great extent．But in the process of theconstruction of e-government is not difficult to find a problem，that is the effect of web service has not reached the ideal level，service quality is to be improved，which isthe local service-oriented e-government construction put forward higherrequirements，must pass the e-government development andconstruction to enhance service the effectiveness of the government，improve the overall level of public services，building a service-oriented government．
