摘 要：在全球网络化的大环境里，每一个人都生活在网络之中，时间与空间的诸多限制被打破，沟通尤其方便快捷。在这样的社会背景之下，作为公众终身学习与接受社会教育的场所，对高校图书馆的管理与服务，就提出了新的要求。对于图书馆来说，不管处于什么样的大环境下，如何发挥其自身的作用，为读者提供最好的服务，始终是重中之重。高校图书馆的定位始终不变，但在微博、微信公众号等众多的可以实现阅读愿望的网络阅读环境中，如何为读者提供服务，已经是一个摆在公共图书馆管理者面前的问题，新的学习环境，对公共图书馆的服务功能提出了新的要求。

Effective Management to Realize the Service Innovation of University Libraryunder the New Media Environment

Abstract：In the global networked environment，everyone lives in the network，time and space constraints have been broken，communication is particularly convenient and fast. Under such a social background，as a place for the public to study and receive socialeducation for life，new requirements have been put forward for the management and service of university libraries. For the library，how to play its own role and provide the best service for readers is always the top priority. The orientation of university libraries remainsunchanged，but how to provide services to readers in the network reading environment，such as micro-blog and micro-letter publicnumbers，has become a problem facing the administrators of public libraries. The new learning environment has put forward newrequirements for the service functions of public libraries.
