摘 要：新形势下，为了实现我国农业现代化建设，习近平总书记提出了“农村振兴战略”。“农村振兴战略”是我国治理新农村、推进城乡一体化的重要基础。其中，农村公共气象服务为其提供了气象服务方面的有力支持。然而，在实践中，我国农村气象服务体系问题丛生，主要集中在建设不完善以及供需不平衡上。有鉴于此，文章从体系构成和运行机制两个方面入手，试图构建起一套适应新形势的农村公共气象服务体系，并提出农村公共气象服务体系实施保障的相关建议。以期为相关从业人员提供一定的思路和帮助，让农村公共气象服务体系在新时期、新形势下，发挥更大的作用。

Research on Constructing Rural Public Meteorological Service System under the New Situation

Abstract：Under the new situation，in order to realize China’s agricultural modernization construction，General Secretary Xi Jinping proposed the “Rural Revitalization Strategy”. The “Rural Revitalization Strategy” is an important basis for China’s governance of new rural areas and the promotion of urban-rural integration. Among them，rural public meteorological services provide strong support for meteorological services. However，in practice，China’s rural meteorological service system has been clustered，mainly focusing on imperfect construction and imbalance between supply and demand. In view of this，the article attempts to construct a set of rural public meteorological service system to adapt to the new situation from the aspects of system composition and operation mechanism，and puts forward relevant suggestions for the implementation of rural public meteorological service system. In order to provide relevant thinking and help for relevant practitioners，the rural public meteorological service system will play a greater role in the new era and the new situation.
