摘 要：守信激励和失信惩戒是社会信用体系建设的核心机制，是有效治理失信行为高发问题的重要手段。通过建设守信激励和失信惩戒信用联合奖惩系统，构建跨地域、跨部门、跨行业的信用联合奖惩机制，对于营造公平诚信的社会环境、提高社会治理能力发挥着重要的支撑作用。本文介绍了守信激励和失信惩戒信用联合奖惩系统建设的背景、实施奖惩的必要性、奖惩对象的认定、奖惩核心业务流程及系统的主要功能和应用成效。

Analysis on the Construction of Joint Reward and Punishment System of Trustworthy Incentives and Discredited Credits

Abstract：Trustworthy encouragement and disciplinary punishment are the core mechanism for the construction of social credit system，and an important means to effectively deal with the high incidence of untrustworthy behavior. By constructing a joint reward and punishment system for trustworthiness and trustworthiness，and building a credit joint reward and punishment mechanism across regions，departments and industries，it plays an important supporting role in creating a fair and honest social environment and improving social governance capabilities. This paper introduces the background of the construction of the joint reward and punishment system of trustworthiness incentives and distrust，and the necessity of implementing rewards and punishments，the identification of reward and punishment objects，the core functions of rewards and punishments，and the main functions and application effects of the system.
