摘 要:文章以地震灾害为例,通过对教育水平、经济水平、受灾经历、自然灾害严重度和受灾频次五个要素进行分析,基于 AHP-Fuzzy 建立重大自然灾害公众风险感知评价模型。首先利用层次分析法确定各要素的权重大小,再运用一级模糊综合评判法对四川省、云南省和浙江省关于地震灾害的公众风险感知水平进行评价分析。结果显示,四川、云南公众风险感知水平较高,浙江公众风险感知水平较低,模型结果合理,该模型能够为自然灾害监管提供初步指导意见。

Research on Public Risk Perception Model of Natural Disaster Based on AHP-Fuzzy

Abstract:Taking the earthquake disaster as an example,this paper analyzes five elements of education level,economic level, disaster experience,natural disaster severity,and disaster frequency,and establishes a public risk perception evaluation model for major natural disasters based on AHP-Fuzzy. First,uses the analytic hierarchy process to determine the weight of each factor,and then uses the first-level fuzzy comprehensive evaluation method to evaluate and analyze the public risk perception level of earthquake disasters in Sichuan Province,Yunnan Province and Zhejiang Province. The results show that Sichuan and Yunnan have a high level of public risk perception,and Zhejiang has a low level of public risk perception. The model has a reasonable result and it can provide preliminary guidance for the natural disaster supervision.
