摘 要：数字媒体、网络媒体、移动媒体等新媒体快速发展，对社会的生产生活产生了深远的影响。依托资源开发和信息 服务而存活的图书馆也必然会受到新媒体的冲击，同时也为图书馆带来了发展机遇。如何借助新媒体优势提高图书馆资源建设水平和信息服务能力是图书馆可持续发展的关键。本文基于新媒体背景下图书馆发展问题，提出新媒体背景下资源建设与信息服务的策略，具有一定的实际借鉴价值。

Abstract：The rapid development of new media such as digital media，internet media and mobile media has had a profound impact on the production and life of society. Libraries that rely on resources development and information service are bound to be impacted by new media and bring development opportunities to libraries. How to improve the library’s resource construction level and information service ability with the help of new media advantages is the key to the sustainable development of the library. The article based on the development problem of library under the background of the new media，this paper puts forward the strategy of resource construction and information service under the background of new media，which has certain practical reference value.
